Carl Fisher is a highly decorated 30+ year veteran of the U.S. Marine Corps with extensive experience in security and intelligence operations. Since his retirement, he has been instrumental in authoring and implementing the current laws and regulations that govern private security services in Virginia. He served on the Private Security Services Advisory Board for eight years as a member, secretary, Vice-chairman, and Chairman. He drafted the current by-laws and procedures manual of this board and the Vision 2000 study which has been incorporated into the Virginia Community-Oriented Justice Program. He also received the 2003 "Harold McCann" award given in recognition for outstanding service to the private security community. He is a recognized Master Instructor by the Virginia Department of Criminal Justice Services (VA DCJS) and can routinely be seen on WAVY TV 10 and Fox news broadcasts providing insight to military operations worldwide.
