Description:
Contractor services are required for the purpose of providing instruction in basic military methods, tactics and heavy weapons employment for Commander, First Naval Construction Division (1NCD) and its subordinate units.  Training is provided for twenty one active and reserve Naval Mobile Construction Battalions (NMCB), seven Naval Construction Regiments (NCRs), two Construction Battalion Maintenance Units (CBMUs), two Underwater Construction Teams (UCTs), one Naval Construction Force Support Unit (NCFSU) and two Seabee Readiness Groups (SRGs).  Students are enrolled in various military courses provided by the 20th Seabee Readiness Group (SRG) located on the Naval Construction Battalion Center, Gulfport MS and/or the 31st SRG located on Naval Base Ventura County, Port Hueneme, California.  Field Training and Field Exercises (FEXs) are primarily conducted at Camp Shelby, MS and WoolMarket, MS for 20SRG and Fort Hunter Liggett, CA and Camp Roberts, CA for 31SRG.

Military Tactics Courses include: Basic Combat Skills Level 1 & 2, Squad Leaders Course, Convoy Security, MOUT, IED, Blue Force Tracker, Officer and Chief Course and various Weapons employment courses (Claymore Mine, M67 FRAG Grenade, Shotgun, M-16, M9, M-203, MK-19, M2, .50 Cal, M240B and AT-4).  Contractor personnel shall provide classroom and field training instruction utilizing approved lesson plans in accordance with training course control documents. Field training instruction consists of practical application in a field environment and shall cover course(s) learning objectives, evaluation of students and performance of Range Coach functions during “Live Fire” training evolutions required for weapons employment Courses of Instruction (COI). Upon hiring, instructor candidates will undergo a series of screenings, i.e. drug, medical, and psychological as well as physical fitness evaluations, qualifications, and certifications.

Required Qualifications:
Positions require mature, experienced and qualified instructors with a team-minded approach who possess the following attributes:

  • A minimum of two (2) years documented tactical operational experience in land warfare including:
  • Combat lifesaving
  • Land navigation
  • Tactical communications
  • Defensive measures
  • Convoy operations
  • Small Arms
  • Crew served weapons
  • Improvised Explosive Devices (IED)
  • Patrolling
  • Mission planning
  • Basic combat fundamentals
  • Knowledge of basic and advanced training techniques to provide quality instruction.
  • Knowledge of computer technology application as it applies to instructional presentation as a classroom training aid is necessary.
  • Above average communication skills and the ability to comprehend both verbal and written instructions.
  • The basic requirements to hold a security clearance.
  • No felony convictions or misdemeanor offenses of domestic violence.

Additionally, candidates must possess (training may be provided to highly qualified candidates):

  • Military Instructor certification or equivalent
  • Navy NEC 9502 Instructor, or
  • NEC 9518 Naval Leadership Development Program (NAVLEAD) Instructor, or
  • Graduate of one of the following courses of instruction:
    - Instructional Delivery Continuum (IDC) Journeyman Instructor Training (JIT) (A-012-0077)
    - Instructional Delivery Continuum (IDC) Journeyman Instructor Training (JIT) Mobile Training Team (A-012-1011)
    - Naval Leadership Facilitator (P-012-0045)
    - Facilitator Training Course (P-012-0075)
    - Nuclear Instructor Qualifications (NFAS) (A-661-0108)
    - Nuclear Instructor Qualifications (NNPS) (A-661-0109)
    - Other service equivalent or designation.
    - At least 3 semester hours of post secondary school education in instructional methodology, instructional technology, instructional strategies, or related course(s)

  • Small Arms Weapons Instructor or equivalent
  • Small Arms Marksmanship Instructor (SAMI) (A-041-0148) (USN)
  • Air Force Combat Arms Apprentice Course (USAF)
  • Marine Corps Primary Marksmanship Instructor (MOS 8531) (USMC)
  • Small Arms Weapons Instructor (MOS 8532) (USMC)
  • Marine Cadre Instructor (MOS 8153) (USMC)
  • Federal Law Enforcement Training Center Small Arms Instructor Course
  • National Rifle Association 5 Day Law Enforcement Handgun and Shotgun Instructor Development School
  • Any firearms instructor course taught by or used by any other federal or state law enforcement agency
  • Any other small arms instructor course approved by CNO N3AT after review of the course of instruction.

A limited number of instructor positions require the following specialized qualifications (not mandatory for consideration):

  • Crew Served Weapons Instructor or equivalent
  • Graduate of one of the following courses:
    - Crew Served Weapons Instructor (A-830-2215)
    - Other Service Course upon approval of CSF COR or,
  • One year specialized experience involving instruction of the use and employment of Crew Served Weapons (specifically the M-240 medium machine gun) and three years operational experience involving the use and employment of Crew Served Weapons (specifically the M-240 medium machine gun)

  • Emergency Medical Technician (EMT). Min of 1 year experience in Combat First Aid.
